Description Description Directs the major functional area of the Operations department.  Manages complex and multidisciplinary activities.  Exercises independent judgment in working with division heads and department managers on Operation's projects and issues.  Coordinates activities and special projects with all departmental divisions.  Constantly makes difficult technical and managerial decisions for the Operations department.  Essential Functions   This information is intended to be descriptive of the key responsibilities of the position. Reviews design documents and specifications for facility expansion to ensure constructable and operable in compliance with all applicable regulatory requirements. Directs the functions of the water and wastewater division by reviewing process control, reporting data, implementing programs to improve and maintain plant operations, planning training, developing standard and emergency operating procedures for plant personnel, and conducting weekly meetings.  Takes active leadership role in the company Health & Safety program.  Studies operating cost records of plants and makes corrections or suggests solution(s) to problems.  Advises on future system improvements deemed necessary and their impact on rates.  The management and supervision of the water and wastewater contracts are a significant responsibility of the position. Administers division budget by preparing annual division budget, reviewing and approving requisitions and purchase orders, monitoring division expenditures. Writes comprehensive reports on plant operations, productivity improvements, and energy conservation programs to provide information required by local, state and federal agencies and management.  Ensure compliance with and coordinates legal responses to enforcement actions for applicable regulatory agencies. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality, seamless customer service.   JOB REQUIREMENTS: Work requires broad knowledge in a general professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Minimum of fives year's experience in related field. Arizona locations require an ADEQ Operator License in specific area of concentration; i.e, Wastewater Treatment, Water Distribution, Collections, or Water Treatment. Locations that operate water and wastewater require a second certification, in another specific area of concentration; or the ability to obtain the second certification within 6 months; i.e., Wastewater Treatment, Water Distribution, Collections or Water Treatment. Maintain a valid state driver's license. May require a CDL (Commercial Driver's License), with appropriate classification and endorsements. Work requires the ability to read general correspondence, memorandums, letters, technical reports and engineering studies at a college level. Work requires the ability to perform industry standard math calculations. Work requires the ability to write general correspondence, memorandums, letters and reports at a college level. Semi complex work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department. Significant responsibility for implementation of utility budget and presents the budget to senior management.  Is authorized to approve division budgeted expenditures for both staff and resources up to the applicable approval limit. Normally performs duty assignments according to his/her own judgment, requesting additional assistance when necessary.  Projects and daily work are managed with little oversight however special assignments and significant work products may be reviewed upon completion.  Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solution for highly complex issues, and.or processes organization wide.  Independent judgment and decision-making abilities are necessary to apply technical skills effectively.  Interactions at this level typically result in recommendation regarding policy development, change in policy and implementation of policies.  Interactions at this level are typically concerned with providing communications at higher levels of of organizational operations and may utilize activities such as evaluating customer satisfaction, developing cooperative associations, and allocating resources to improve work operations, work quality, overall achievement of organizational goals and objectives and customer satisfaction. 10310

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
